The other answers are not 100% correct. The nicest areas to live in are:
*Rosales
*Chicó
*Santa Ana
Chicó Navarra
San Patricio
Other areas may be nice as well, but the ones above are where people with the most money live. The ones marked with the * are the most expensive. Chicó has the best location and it's within walking distance from many places where you'll want to go frequently (parque 93, andino, etc). Santa Ana has the nicest houses. Rosales has the nicest apartment buildings. They're all close to each other anyway.
There are many nice areas, most of them on the northern part of the city. Lately, the trend has been for people to buy houses at gated communities close to Chia (a small town north of Bogota) or thereabouts. If you are looking for a place closer to the city itself, Rosales, Santa Ana, Chico, La Cabrera are still nice places to live.
I'd suggest to stay away from apartments too close to "el parque de la 93", "la zona rosa" and the main shopping centers as those are crowded and not as pleasant. There are some good places around the "circunvalar avenue" between the 72nd and 90th streets. It also makes a big difference if you are looking for a house or an apartment....
The Wirral is great, easy access to Liverpool by train and road. Deeside towns such as West KIrby, Heswall and Neston / Parkgate are very good places to live. You8 get the benefits of living by the sea in the first two, If you like walking by the sea, watersports, birdwatching, playing golf, or just having a good life, then Wirral is for you. Liverpool provides the work and excellent culture, art galleries, concerts etc.
THE BEST AREAS OR QUARTERS IN BOGOTA ARE IN THE NORTH OF THE CITY LIKE LA ALHAMBRA, LOS ROSALES, LOS ANDES,LA CAROLINA OR IN THE UNICENTRO ETC, AND THE PRICES OF AN APARTMENT THERE GO FROM 600 DOLLARS 1200 MORE OR LESS.
In the north of Bogota...like "el cerrito"...those are the quietest and nicest in Bogota...keep yourself in the north...but it's more expensive too...enjoy my country

i dont live in bogota, but from what my friends tell me the areas of La Candeleria, Zona Rosa, Parque 93, Santa Barbara are the nicest.
