Jack is a bad leader, but he craves authority and power - which is never a good thing. He places value on things which don't actually matter (such a being head boy) and picks on people he sees as inferior (such as Piggy.) He is obsessed with hunting and develops an almost blood lust when killing creatures, which makes him seem a little unstable. He punches Piggy early on in the book, which shows he uses force and violence to get his own way. He also neglected the fire and went hunting instead, which shows his lack of responsibility.
Ralph is a good leader, because he was elected instead of demanding power so his humbleness is a good quality. He is fair, and is still kind to Piggy and the younger boys, even if Jack dislikes them. He listens to the advice that Piggy gives him, which is shows a willingness to ask for help and shows that he knows he can't do it all alone. He understands that their are more important things than hunting - such as getting off the island - and helps organize the boys so they can get jobs done. He uses the conch to help maintain order and stop the boys from becoming like animals. He prefers to have meetings to they can discuss their plans instead of diving straight in, and uses common sense not violence when making plans.
