Perhaps the reason why your sister gets his phones is because she pays for the data plan and perhaps a bit to your father for the phone. On the other hand, you are just 13 and really don't "need" a cell phone at all. Well, with pay phones being all but extinct, basic cell phones are practically necessary. Really, that's all a thirteen-year-old needs. I'm 35 and have a basic camera phone. I don't even have text messaging. I do not have a use for it. A smart phone would be nice, but again, not necessary. (My best friend offered to just give me her old smartphone. Due to recent financial circumstances, I am unable to pay for the data plan. Therefore, I did not get it.)

Have you offered to help pay for the data plan by doing extra chores around the house? Maybe if your dad sees that you are willing to work for it he will consider it. If not ask your sister if you could have it if she doesn't need it.
