Word Pad comes with a limited set of formatting options. Double spacing is not one of them.
You can head over to http://www.openoffice.org/ and download a free Open Office, which includes a word processor that is about equal to Microsoft word, and is compatible with all Microsoft software.
I was writing a paper the other day too, and for the life of me I could not find the option to double space either. I really don't think you can in WordPad. I had to end up using a different program.

wordpad isn't microsoft wordpad.
go to formatting > paragraph > select double lines.
I think.
use word.
I think you just go on format, paragraph and then you should have a single/double etc space option
