Go to your local bike shop and ask about your local club. Clubs are a great way to get started and gain experience racing against people of similar ability. Cycling in teams is something that normally starts to happen when you start racing at higher levels.
I don't know about cycling or mountain bikes. But if you're interested in BMX racing check out nbl.org or ababmx.com and find a track located near you. No team needed just your parents to sign the waiver. You need a bike, preferebly with out reflectors, guards of any kind, kinkstands, pegs and front brakes. Although they will usually let you try it out before having you remove all that stuff. And don't be afraid to ask for help!
