Any child born by New Year's Eve, Dec. 31, of the tax year can be claimed. NOT born by year-end, cannot claim on tax return. As for your w-4, you claim allowances, and you could include 1 for baby if it will be born by end of year and thus be on 2011 tax forms.
Claim a baby how? Or, on what? If the child will be born by midnight on the 31st of December then the IRS will consider the child as having lived under your roof for the entire year for tax purposes.
