I live in Houston, Texas. And recently i just bought my car from this guy and i have the title and the 130-U form. But since im still 17 can i go to the DMV and get the title in my name? Or will i need to put the car title in my parents name?

Age doesn't matter as far as holding a title, but at 17, and I assume still at home, your insurance will be a lot less expensive if you are listed on a parent's insurance policy, and it would be better if a parent were the owner of record until you are 18.
Even with it in your name only your parents would have final say on it since they would be "holding" it in trust for you until you are of age.
OMG, yet another teen asking about what the DMV does or does not or legalities, etc. All you have to do is to call the Texas Dept. of Public Safety and ASK. Asking here is a waste of time for whatever people are telling you may not apply. You also have parents. Always go to parents first. And Jeremiah, please capitalize the pronoun, I, always, 100%. You can title the vehicle in your name, but you cannot insure and register the vehicle in you name. You are not of legal age to do so. So, if you wish to legally drive the vehicle you would need to title the vehicle in a parent's name so it can be insured and registered.
Not until your an adult (18) can you have the title in your name.
I would be putting it in a parental figure's name, ASAP. As a minor, that sale isn't enforceable. You can return the car as you wish (good luck getting money back, though) or he can ask for the car back, no questions asked.
An adult signature makes that impossible.

In Alaska you would be able to but I am not sure about Oregon, call the dmv in your town.
