Can i keep this money?
I graduated a year early from high school so the government "rewards" you with a thousand dollars to use towards educaional purposes but they sent me a letter that they no longer distribute that money and to reapply in like 2 years i will be finishing up school by then and everything will be paid for becuase we have to pay up front...so can i keep it

I would call them and ask them. You don't want to spend it and have them contact you a year or two down the line demanding that you pay it back (with interest and penalties possibly).
If they still send it to you, then I'd say yes.
