By definition a 7.1% m/m solution of NH4NO3 means 7.1g NH4NO3 in 100g solution . By difference that would mean 7.1g NH4NO3 in 92.9g water.
You want to make 1.25kg = 1,250g of solution:
Mass of NH4NO3 = 7.1/100*1250 = 88.75g NH4NO3
Mass of water = 1250-88.75 = 1,161.25g H2O
