I have an 8 and a half month old Dachshund Beagle mix. He has accidents all the time and it is really getting on my nerves. I bought multiple wee wee pads and all he does is sleep on them at night. I then bought a potty training spray that shows him where he should urinate, which is on the wee wee pad. There are actually two wee wee pads, one in my patio and one in my bathroom. I leave the bathroom open all of the time. The one in the patio has no purpose at the moment because I don't have a doggy door yet. Yes, I do walk my dog 3-4 times a day to help prevent accidents. The point is, I can't get him to go do his business in areas I want him to go on . Also, I want to know how to discipline my dog when he does something bad. I put him outside alone for a few minutes when he pees on the carpet. If it is something serious then I hit him and put him outside. No, I don't hit him so hard that he cries but I hit him with some force like a smack.

If your dog has access to outside then for heavens sake get rid of those awful pee pads.
All they do is teach a dog they are allowed to pee and poop indoors.
Also do stop hitting the dog. It serves no purpose whatsoever, apart from making a dog scared of its owner.
Take your dog outside regularly and wait while he does his pees etc and praise him really well when he performs. No good just leaving him outside alone to do his pees. You need to be there to let him know what he is supposed to do.
Watch him closely indoors and when he starts to sniff about and go in circles, take him straight outside as quick as you can.
Clean up his poos after him.
If your dog does some thing bad make sure you discipline him by a stern "leave" or a ""no" AT THE MOMENT HE IS DOING IT or within 2 seconds. Any correction after that will not (in the dogs brain), be connected to the crime and will be useless action.

Do you realise WHY your dog isn't housetrained yet? Because you have totally confused the poor animal. Ditch the pee pads - immediately! You'll have to go right back to what you should have been doing from the moment you got him - take him OUTSIDE to empty. Every couple of hours at the moment, much as he should be able to hold for longer by this age. So far, all he's learned is it's fine to empty indoors - which being a dog, will eventually mean anywhere indoors.
He needs to be taken out after every sleep, feed too, and probably at least once during the night at the moment.
When he empties outside, give him loads of praise. When he messes indoors, unless you can catch him in the act, clean it up without comment. If you catch him about to 'go', say (do not shout!) No! or Uh,uh, and GET HIM OUTSIDE. You don't need to be walking him off your property necessarily, for this, assuming you have a fenced yard? But you absolutely do have to take him outside every 2 hours for now, extending once you start to see an improvement. Do not just push him out there. And there's absolutely no point putting him out there after the event. It's simply too late, and he won't have the faintest idea why he's been shut out.
This combination, Dachshund/Beagle X, would be a challenge when it comes to housetraining. Neither breed is known really, for easily being trained. But the Beagle in him will just be cowed by the way you are treating him
This poor dog is having a rotten life so far. You will never get anywhere using physical violence. DO NOT HIT!! If you push him too far, he'll bite, to protect himself. It's time to get to work with all of this, starting with removing these wretched pads which at 8.5 months, he should NOT be needing.
ps Much as I hate to suggest it as so many people abuse, it might be a good idea to get a crate for the times you can't watch him. At least it'd not be spreading it around. But do not leave him crated for longer than 3 hours at this age. Apart from overnight.
